Born on 26 April 1882 in Warsaw, in an intelligentsia family. Studied law at Warsaw University till 1905, graduated from the law faculty at the university in Odessa in 1907. Apprentice in the legal profession 1908 - 1911. Called to the Bar, he opened his own law firm in 1911. Justice of peace of XI district in Warsaw on the recommendation of the Civic Committee of Warsaw City 1915. A secretary to the Warsaw Bar Delegation which worked on the statute of Polish State Bar in 1916. In that year he met Józef Piłsudski and remained one of his closest collaborators until Marshal's death in 1935. Working in the Justice Department of the Provisional Council of State (1917 - 1918), he was editor of Dziennik Urzędowy of Ministry of Justice and Dziennik Praw Państwa Polskiego (official journals announcing current legislation). Head of Civil Chancellery of the Head of State from 5 December 1918. He took part in the Polish-Soviet war as ułan of 7th regiment in 10th division of general Lucjan Żeligowski. For his war merits he was promoted to second lieutenant and awarded the Cross of Valour. After the war, for many years he was president of the Reserve Officers' Union in Warsaw District. He also headed the Civil Chancellery during Gabriel Narutowicz's short presidency term. He worked as a barrister 1923 - 1924. Founder and editor-in-chief of a Bar's monthly called Palestra. Prosecutor of the Supreme Court 1925 - 1926. On 16 June 1926, he took the post of head of the Civil Chancellery of the RP President Ignacy Mościcki. In Józef Piłsudski's cabinet 1926 - 1928 he was under-secretary of state in the Ministry of Justice and, simultaneously, a legal adviser to Józef Piłsudski. Minister of justice in the cabinets of: Kazimierz Bartel and Kazimierz Świtalski (December 1928 - December 1929), Walery Sławek (March - August 1930) and 2nd cabinet of Józef Piłsudski (August - December 1930). Sejm deputy in III term 1930 -1935 from the list of the Non- party Bloc for the Cooperation with the Government (BBWR) in the Białystok No 5 constituency, he held the office of deputy marshal. At the same time, he was chairman of the Legal Committee and a group leader in the Constitutional and Rules Committees. In the BBWR Club a member of the board, and from the end of August 1931- vice-president of the Club. He worked intensively on the constitution change 1931 - 1935. A co-author of constitutional theses and a sejm general lecturer on the primary act project, which was passed and signed by the RP President in 1935. Elected deputy again from the BBWR list in the Kielce No 24 constituency to the RP Seym of IV term 1935 - 1938. Elected Seym marshal on 4 October 1935, he accepted the office, having got President Ignacy Mościcki's approval of his candidacy. In the last years of his political activity, he aimed at strengthening the power and providing the freedom of action for the Sejm, which showed his opposition to the policy of Ignacy Mościcki and Edward Rydz-Śmigły. Died on 18 June 1938 while holding the office of marshal. The author of numerous publications on constitutionalism, and law. Awarded the Grand Sash of the Polonia Restituta Order, numerous home and foreign distinctions, among others, the Officer Cross of Honorary Legion.
