MALINOWSKI ROMAN (1935-2021)
Marshal of the PRL Sejm of IX term (6 October 1985 - 3 June 1989)
Born on 26 February 1935 in Białystok, of peasant and working-class origin.
Died on 31 August 2021.
Having finished
primary school (1948) and secondary school (1952), he studied at the Agricultural Faculty of
the Main School of Planning and Statistics (SGPiS) 1952-1956. He received a PhD in
economic sciences at the College of Social Sciences by the Central Committee of PZPR
(Polish United Workers' Party) (1972). Active in the Peasant Youth Union 1948- 1956.
A member of the United Peasants' Party (ZSL) from 1956. He started professional career in
the Main Board of the Peasants' Self-Help Association 1956 - 1957, worked for the Chief
Central Statistical Office (GUS) 1957 - 1958, the Central Union of Savings and Loan Co-
operatives 1958 - 1963, in the Economic-Agricultural Department of the ZSL Chief
Committee 1963 - 1968.
A deputy member of the ZSL Chief Committee 1969 - 1973. Vice-president of the Union of
Dairy Co-operatives 1969 - 1971. Chairman of the Presidium of the People's Provincial
Council in ŁódĽ 1971 - 1973. Deputy chairman of the ZSL Łódż region 1971 - 1975,
secretary of the ZSL Chief Committee 1975 - 1976. Presidium member and secretary of the
ZSL Chief Committee until April 1980. Deputy chairman of the Cabinet April 1980 -
November 1985, at the same time Minister of Food Industry and Purchase April - October
1980. Chairman of Food Economy Council 1981 - 1986 and the Society for Polish - Soviet
Friendship 1987 - 1991. Chairman of ZSL 1981 - 1989, then he joined the Polish Peasants'
Party 'Odrodzenie' (Revival) 1989. For the first time a deputy for the PRL Sejm of VII term
from No 41 constituency in Central ŁódĽ. Deputy chairman of the Economic Planning,
Budget and Finance Committee, a member of the ZSL Club presidium, the Foreign Affairs
Committee and the Deputy Club of ŁódĽ Province. Died in 2021.
A Sejm deputy in VIII term from No 31 constituency in Konin. A member of the ZSL
Deputy Club and the Deputy Club of Konin Region. In the National Council of the Patriotic
Movement for National Revival (PRON) May 1983 - May 1987. He got a seat in the PRL
Sejm of IX term from the state list. Elected sejm marshal on 6 November 1985, he held the
office till the end of the term, being a very active politician on the international stage. He
tended to break Poland's isolation after the introduction of martial law. On his initiative,
Warsaw hosted the Conference of Chairmen of European, USA and Canadian Parliaments,
signatories of the Conference on Security and Cooperation in Europe 26 - 28 November 1988.
He advocated talks with the opposition. 18 April 1989, L. Wałęsa, B. Geremek, T.
Mazowiecki met W. Jaruleski, M. F. Rakowski and R. Malinowski in the Parliament
building. The topic of the talks was calling a Conciliatory Committee. The author of
numerous scientific and journalistic publications on agrarian policy, economics of agriculture,
socio-economic and political problems. Awarded, among others, the Order of the Work Flag
First Class, an Officer and Knight of the Order of the Rebirth of Poland.
