Marshal of the RP Sejm of II term (3.03.1995 - 19.10.1997)



Born on 23 March 1938 in Giedlarowa in Rzeszów province. Graduated from the Faculty of Law at the Adam Mickiewicz University in Poznań, where he also received a doctor's degree in law in 1977. He started work in the Provincial Department of the Polish National Insurance (PZU) in Zielona Góra heading the compensation section 1961-1967. A legal adviser in various institutions in Zielona Góra: the Provincial Union of Agricultural Co-operatives, the Institute of Mining, Oil and Gas Industry, then the Institute of Electronic Computing System 1967-1991. A member of the Association of Polish Lawyers, vice-president of the Board from 1984 and president of the National Council of Solicitors 1983-1991. He started his political career joining the United Peasants' Party (ZSL) in 1978. Its member till dissolving in 1989, subsequently an official in the newly formed Polish Peasants' Party 'Odrodzenie' (chairman of the Chief Council November 1989 - May 1990). After the Unity Congress 5 May 1990 in the new born Polish Peasants' Party (PSL), among the party executives as deputy chairman and next- chairman of the Chief Council from 1991. First, he ran for the PRL Sejm of X term 1989 -1993 from the ZSL Zielona Góra district. The head of the ZSL, then PSL, Parliamentary Club, participated in the jobs of the Sejm Justice Committee as chairman from September 1989. A deputy for the Republic of Poland Sejm of the I term 1991-1993 from the PSL list in Zielona Góra, keeps the office of deputy marshal until the dissolving of Parliament on 31 May 1993. Re-elected for II term from Zielona Góra 1993, first is deputy marshal (from 14 October 1993)) and then marshal (from 3 March 1995). In the parliamentary election for III term, he was, traditionally, a candidate from Zielona Góra, but got a seat from the national list. A member of the Constitutional Accountability Committee and the Special Commission for the changes in the Code of Offence. On 11 October 1997, at the sitting of the PSL Chief Council, he resigned the chairman's post. In the 2001 election, he ran as a candidate of the Polish People.s Party and entered the Sejm of the 4th term from constituency No 8 in Zielona Góra. On 2nd July 2004, at the 78th sitting, he was elected a Vice-Marshal of the Sejm of the 4th term. In the elections of 2005, 2007 and 2011, he won a mandate in the same constituency of Zielona Góra, as a representative of the Polish People.s Party. The President appointed him as the Senior Marshal of the Sejm during the 5th and 7th terms. In 2015, he did not obtain the seat of a deputy. The author of over 200 articles and a few papers on the labour legislation, insurance and civil law published in the journals and popularised scientific magazines. Awarded the Gold and Silver Cross of Merit, Grand Officer of the Legion of Honour.

Member of the Tribunal of State between 2015 and 2019.
